From adopting “Green Technology” and Cloud Computing to sharing best practices at local, regional and international forums, NLB passionately explores emerging technology to enhance work processes and new services.
Leading the Way
NLB is recognized as a leading innovative government agency both within Singapore and around the world, and is honoured to have received numerous invitations to speak at various forums, seminars and conferences in Asia and around the world. These opportunities provide a platform for NLB to share, interact and learn from partners and other organizations on the current state of technologies and library innovations that have been implemented.
NLB has received several awards and certifications for its innovation efforts. More recently, the Singapore Memory Project won the merit award for the eGov Excellence Awards 2013 under the People Engagement category. Internationally, NLB also emerged as a Mobile Content winner at the World Summit Awards 2013.

Through forums and conferences, NLB recognised the advantages of Cloud Computing and began identifying projects that were suitable to utilize the Cloud Computing Architecture. After assessing the risks that the new model provided, NLB decided to place its Enquiry Management System (EMS) on the Cloud Computing Architecture. EMS allows NLB staff to provide enquiry services to the public as well as the ability to track, monitor service level and follow up the enquiries within agreed Service Levels. It is based on the Cloud Computing architecture of a well known Customer Relationship Management System (CRM).
Green Data Initiative
The Green IT (GIT) programme in NLB was formalised under the Corporate Social Responsibility (CSR) framework, in which Sustainable Environment is one of the main thrust areas. Over the years, NLB has been committed to balancing our technological needs with our environmental responsibility and has implemented many Green IT projects. This includes initiatives such as Server Virtualization, Green Data Centre initiatives and the implementation of Green computing devices.
The National Library Board (NLB) was among the first organizations in Singapore to embrace “Green Technology”. The Green IT (GIT) programme within NLB encompassed many Green IT policies for Data Centre and managing the lifecycle of IT systems. To monitor the effectiveness of the GIT programme, relevant measurements have been implemented on the energy efficiency of Data Centre & IT systems. This also included action plans to achieve the related GIT targets.
As a testimony of NLB’s efforts in GIT initiatives, NLB was awarded with the SS564:2010 certification, which is the Singapore Standard for Green Data Centres: Energy and Environmental Management Systems. The SS564:2010 standard includes mandatory performance metrics and recommendation of best practices to improve energy use. NLB is the only Government agency in the first batch of seven organizations that was awarded with this certification in 2011. The GIT programme also helped NLB to achieve Green IT award in the Enterprise Category under the Singapore Sustainability Awards 2011, organized by the Singapore Business Federation.
In recognition for its Green IT efforts, NLB was selected by the InfoComm Development Authority (IDA), Singapore to participate in a pilot study on enterprise-wide Green IT maturity assessment, and the report from the independent consultants highlighted the excellent level of maturity achieved by NLB under many of the categories used for the assessment. Subsequently, NLB revamped the Green IT initiative by applying the framework used for this maturity assessment, viz. – DC efficiency, End User Computing, Direct Energy Usage, Paper Usage, Technology Waste, Telecom, Applications and Processes.
